In a powerful Senate hearing on March 4, 2026, former NFL quarterback and philanthropist Tim Tebow delivered a stark warning about the escalating crisis of online child sexual exploitation. Testifying before the Senate Judiciary Subcommittee on Crime and Counterterrorism, Tebow presented compelling evidence to advocate for the Renewed Hope Act of 2026, a bill aimed at bolstering federal efforts to identify and rescue vulnerable children from abuse.
Tebow, through his Tim Tebow Foundation, has long been a vocal advocate against human trafficking and child exploitation. His testimony highlighted the urgent need for action, revealing that over 89,000 images of unidentified child victims currently sit in law enforcement databases, awaiting resources for identification and rescue.

Central to Tebow’s presentation was the “Red Dot Map,” a Department of Justice law enforcement visualization tool that maps unique IP addresses involved in downloading, sharing, or distributing child sexual abuse material (CSAM).
The map, covering data from a six-month period, displayed over 338,000 red dots across the United States, each representing activity linked to victims under the age of 12. Blue dots on the map indicated the scant number of active investigations, underscoring a critical resource gap. It’s readily apparent how overwhelming the scope of the problem is in Tebow’s visual presentation.
This “homegrown” crisis, as Tebow called it, debunks the myth that child exploitation is primarily an overseas issue. Instead, it permeates every state and neighborhood in America. Tebow emphasized that 55% to 85% of these IP addresses belong to abusers who, on average, victimize 13 children in their lifetime.
Advancing Legislation
At the heart of Tebow’s advocacy is the Renewed Hope Act of 2026 (H.R. 6998), reintroduced in January 2026 by Representatives Laurel Lee (R-FL) and even a Democrat, Debbie Wasserman Schultz (D-FL).
The legislation seeks to expand the hiring and retention of specialized personnel within Homeland Security Investigations, creating a dedicated “rescue team” of analysts, investigators, and forensic specialists. This would enhance the federal government’s capacity to identify children in CSAM, close legal loopholes allowing “child erotica,” and ultimately safeguard more victims. As of March 5, the bill has made significant progress. It unanimously passed the House Judiciary Committee on January 13, 2026, after being ordered to be reported (amended) by voice vote, and now awaits consideration by the full House.Â
The act builds on a previous version from 2024 (H.R. 9523), which stalled but laid the groundwork for this renewed effort. If passed, it could dramatically increase the number of rescues, addressing the daily flood of 300,000 new sex ads online, thousands of which involve minors.
